A Practical Checklist for Refurbishment Project Management on UK Investment Properties

Most refurbishments don’t go wrong because of one dramatic mistake. They drift: a vague scope here, a late order there, an invoice nobody checked until the end. Good refurbishment project management is largely the habit of catching those small drifts early, and it comes down to a handful of checks made at the right moment.

This checklist follows the order a typical project unfolds, from survey to handover. It is written for landlords and investors who want a repeatable process rather than a collection of tips, and it scales up or down depending on the size of the job.

Stage 1: Survey and budget before you commit

The figures you use to buy a property are only as reliable as your understanding of its condition. A tired-looking house may be purely cosmetic. It may also hide damp, old wiring or a roof near the end of its life.

Before exchanging, check that:

  • the survey matches the age and condition of the building, not just the lender’s requirements
  • the budget is built trade by trade and expressed as a range
  • contingency reflects what you cannot yet see, such as floors that haven’t been lifted
  • costs beyond the build are included: finance, insurance, void periods and professional fees

A property with original electrics and an unopened structure deserves a bigger allowance than one refurbished ten years ago.

Stage 2: Write the scope before asking for prices

“Replace the bathroom” can mean a basic suite and fresh paint, or a full strip-out with new waterproofing, floor-to-ceiling tiling, an extractor and a relocated waste pipe. Three contractors will price three different jobs.

A usable scope names materials, finishes and fixtures, says who supplies what, and lists exclusions. It is also what makes quotes comparable, because everyone prices the same thing. If you are unsure whether yours is complete, ask a surveyor or property refurbishment expert to review it before it goes out.

Property project planning in the UK also means establishing early whether the work needs planning permission, Building Regulations approval, or both. Removing a load-bearing wall, adding a bedroom or changing a building’s use usually triggers one or the other, and finding that out after pricing is expensive. Your local authority’s planning and building control pages are the place to confirm requirements.

Stage 3: Finding and vetting a contractor

People often ask how to find a good refurbishment contractor, and the honest answer is that no single source is enough. Recommendations from other investors, letting agents and local trades are a sensible start. Then verify.

  • See recent completed work and speak to a client whose job finished some months ago
  • Ask for evidence of public liability insurance
  • Gas work must be done by a Gas Safe registered engineer, and electrical work in dwellings should be carried out by a competent person who can certify it
  • Ask who will actually be on site day to day
  • Compare quotes line by line against the same scope, and question anything unusually low

A price well below the others usually means something has been left out, not that the contractor is more efficient.

Stage 4: Contract, payments and programme

Put the agreement in writing. For smaller works, a recognised standard form such as one from the JCT range, or a clear written agreement covering scope, price, programme, payment and how variations are handled, protects both sides.

Link payments to completed work rather than dates, and think carefully before paying a large deposit, because it removes your leverage if progress slows. Many contracts also hold back a retention until defects are put right, which gives you the same protection at the end.

Ask for a programme that shows the order of trades, not just start and finish dates. List anything with a long lead time, such as windows, bespoke joinery or some kitchens, with an order-by date. A late delivery leaves paid trades standing around.

Stage 5: Running the job week to week

You don’t need to be on site daily, but you do need a rhythm. A short weekly review covering progress against programme, spend against budget and decisions needed from you is usually enough to spot trouble early. For many investors, construction project management comes down to exactly this: a few consistent habits rather than an elaborate system.

Two rules help more than most:

  • Inspect work before it is covered up, including first-fix services, insulation and waterproofing
  • Agree any change in writing, with its cost and programme effect, before the work goes ahead

Stage 6: Handover

Snag room by room from a written list and agree a date for the contractor to return. Before releasing the final payment or retention, make sure you hold the certificates relevant to the work, such as electrical, gas safety and building control completion where applicable. Lenders, insurers and tenants may ask for them later, so file them somewhere accessible.

Putting it into practice

Treat the stages above as gates: don’t move on until the current one is done. Do that, and most of the familiar problems, vague scope, weak quotes, late deliveries and disputed extras, become far less likely.
